Tiscali UK has announced the introduction of a Fair User Policy which aims at preventing heavy downloads – Peer to Peer – during peek usage hours. In an effort to privilege VoIP, video streaming, and faster web surfing, the Fair User Policy will identify so called bandwidth hogs who are then warned three times before restricting bandwidth availability.
A similar trend has been identified in Italy where a growing community of P2P enthusiasts more often than not monopolise the network with endless downloads.
In a recent interview Stefano Quintarelli, President of AIIP the Association of Italian Internet Providers told Punto Informatico that major access providers are deciding to limit P2P download capabilities and that such a modification is very easy to introduce from a technical standpoint.
